Government VGF Schemes, Financial Support & Incentives Explained
A subsidy scheme is only useful if you actually qualify for it. MSEB Power helps businesses, industries, renewable-energy developers and project owners understand India's Battery Energy Storage System (BESS) government support mechanisms, including Viability Gap Funding (VGF), and evaluate Solar + BESS, Industrial BESS and Grid-Scale BESS projects on their real numbers.

Government Support, Explained
Government Support for BESS in India
The Government's BESS support is not necessarily a conventional consumer subsidy where a customer simply purchases a battery and receives a fixed percentage back. The principal central mechanism has been Viability Gap Funding (VGF) for eligible BESS projects.

Schemes & Support
Major BESS Government Schemes & Support
Three broad routes currently shape Government support for battery storage in India.
1
BESS VGF Scheme
The Government of India introduced a VGF mechanism to accelerate deployment of Battery Energy Storage Systems. The original framework targeted 4,000 MWh of BESS capacity by 2030-31, with VGF support of up to 40% of capital cost under the scheme.
2
BESS VGF Through PSDF
A subsequent Government framework supported through the Power System Development Fund (PSDF) provides additional financial support for BESS deployment. The Central Electricity Authority states that the 2025 PSDF-supported scheme provides ₹5,400 crore of financial support for an additional 30 GWh of BESS capacity.
3
Renewable Energy + BESS
Battery storage can be combined with renewable-energy projects such as Solar + BESS, Wind + BESS, or Solar + Wind + BESS, storing electricity generated during high-generation periods for use when demand or grid requirements are higher.
The Basics
What Is VGF for BESS?
VGF
Viability Gap Funding
VGF is financial assistance intended to improve the viability of projects that may otherwise face difficulty because of high initial capital expenditure or insufficient project economics. For BESS, VGF can help make eligible storage projects more financially viable.
However, VGF should not be interpreted as an automatic subsidy for every BESS installation. Eligibility and funding depend on the applicable Government scheme and project structure.
Sizing It Up
How Much BESS Subsidy Is Available?
There is no single universal BESS subsidy percentage applicable to every customer in India. Different Government programmes can have different:
For example, the original VGF framework allowed support of up to 40% of capital cost for eligible projects, while later programmes have their own financial-support structures. MSEB Power recommends evaluating the project against the currently applicable Government notification or guidelines rather than using a generic subsidy percentage.
Eligibility
Who Can Benefit From BESS Government Schemes?
Potential BESS project participants can include eligible:
Important: A normal commercial customer purchasing a small BESS system should not automatically assume that VGF is available. The exact eligibility depends on the particular scheme.
For Industries
Is There a BESS Subsidy for Industries?
Industrial customers are increasingly considering BESS for:
Commercial BESS economics and Government VGF eligibility are two different questions. A project may be financially attractive even when a particular VGF programme does not directly apply to the customer.
Solar + Storage
Solar + BESS Government Support
Solar produces electricity during daylight hours. BESS can store that electricity and make it available later, according to the project's operating strategy.
Daylight Hours: Battery Charges from Solar Peak / Demand Hours: Battery Discharges to Grid or Load

Maharashtra
BESS Subsidy in Maharashtra
Maharashtra businesses can evaluate BESS projects under applicable Government of India schemes, along with any applicable state-level policies or programmes.
Government schemes and eligibility can change, so project owners should verify the latest official notification before making an investment decision.

FAQs - BESS Subsidy in India
Frequently Asked Questions
Is there a BESS subsidy in India?
Yes, the Government of India has introduced financial-support mechanisms, particularly VGF schemes, for eligible BESS projects. It is not a universal subsidy applicable to every battery installation.
What is BESS VGF?
VGF stands for Viability Gap Funding. It is financial assistance designed to improve the economic viability of eligible infrastructure projects, including certain BESS projects.
How much subsidy is available for BESS?
There is no single amount applicable to all projects. Different schemes have different funding structures and eligibility conditions, so each project should be checked against the applicable notification.
Can industries get BESS subsidy?
Some Government programmes may support eligible projects involving industrial or other large-scale applications, but eligibility must be checked against the particular scheme.
Is subsidy available for Solar + BESS?
Government support may apply to eligible renewable-energy and storage projects depending on the applicable programme. Solar + BESS should therefore be evaluated on a project-specific basis.
Is BESS subsidy available in Maharashtra?
Maharashtra projects can potentially participate in applicable central Government programmes, subject to the scheme's eligibility and implementation mechanism, along with any applicable state-level policies.
